Momentum builds for Upper Murrumbidgee water reform

Momentum is growing for much-needed reform in how the Upper Murrumbidgee River is managed with the release of the Terms of Reference for the review of the Snowy Water Inquiry Outcomes Implementation Deed (SWIOID), setting the review in motion.
This marks a significant step toward addressing long-standing water management challenges in the region, driven by sustained advocacy and an increasing recognition of the urgent need to reconsider how water is managed under the Snowy Scheme.
For decades, the Upper Murrumbidgee has struggled with reduced flows, with more than 90% of its headwater inflows diverted, leaving stretches of the river severely impacted, especially during dry periods. The recent Commonwealth $50.5 million river health package substantially contributes to restoration efforts and this review will address the fundamental issue of how water is managed well into the future.
The review creates an opportunity to examine whether current water-sharing rules meet contemporary environmental, cultural, and economic needs. With the Terms of Reference now confirmed, the review will explore potential reforms to improve environmental flows, adapt to climate and energy market conditions, and balance the needs of downstream water users and the National Electricity Market.
The momentum behind this review is the result of years of persistence from local communities, environmental groups, and experts who have pushed for a reassessment of water management in the region. Watertrust Australia’s efforts in facilitating constructive dialogue and applying deliberative approaches have also contributed to shaping the conditions for this review and so, ensuring the Upper Murrumbidgee’s challenges remain a national priority.
The Federal Government will lead the review in partnership with the NSW, Victoria, and ACT governments, with key stakeholders engaged as further details emerge.
